Tom "Windy" O'Neill (September 28, 1923 – February 13, 1973) is a former professional ice hockey right winger who played 66 games in the National Hockey League. Born in Deseronto, Ontario, he played with the Toronto Maple Leafs. He won the Stanley Cup in 1945.

He played Junior "B" with the St. Michael's Buzzers in 1940-41 and then Junior "A" with the St. Michael's Majors from 1941 to 1943.

O'Neill jumped right to the Toronto Maple Leafs in 1943 and played two seasons, winning the Stanley Cup in 1945. He was known as a defensive checking forward who had good success against the great Rocket Richard. In 66 NHL games O'Neill scored 10 goals and 12 assists.

After 1945 O'Neill played one season with the Quebec Aces and then played three seasons of senior hockey in Halifax, Nova Scotia. He retired in 1949.

After his hockey career ended, O'Neill went to law school, becoming a successful Toronto lawyer.
