Normie Kwong (born October 24, 1949 in Calgary, Alberta) is a former owner of the Calgary Flames.

He was an all-star player in the Canadian Football League (CFL) with the Calgary Stampeders and the Edmonton Eskimos from 1948 to 1960. He won the Grey Cup (CFL championship) in 1948, 1954, 1955, and 1956.

Kwong was one of the original six investors who brought the Atlanta Flames to Calgary in 1980 and was involved with the team until 1994. When the Flames won the Stanley Cup in 1989, Kwong got his name on the cup. He is one of the few people to have his name on both the Stanley Cup and the Grey Cup.

He is currently the Lieutenant-Governor of Alberta. That is the figurehead head of the provincial government.
