Arthur Weldon (Jay) Fraser (born October 26, 1961 in St Lambert, Quebec) was a Canadian left winger and defenceman. He was chosen 42nd overall by the Philadelphia Flyers in the 1980 NHL Entry Draft.

He played junior hockey for the Brantford Alexanders and Ottawa 67's from 1978 to 1981.

Fraser turned pro in 1981-82 with the Maine Mariners of the American Hockey League. He spent his entire career in the minor pros. A highlight was a Calder Cup win with the Rochester Americans in 1986-87.

He had sat out the 1984-85 season to become a free agent. Fraser then signed with the Buffalo Sabres.

Fraser retired in 1989. He was then named head coach of the Winston-Salem Thunderbirds of the ECHL, a position that he held until the middle of the 1990-91 season.
