Wayne R. Cowley (born December 4, 1964) is a retired Canadian professional ice hockey goaltender who played in one National Hockey League game for the Edmonton Oilers during the 1993–94 NHL season.

He played Junior "B" for the Georgetown Gemini and the Oakville Blades from 1981 to 1985 and then went to Colgate University from 1985 to 1988. Not drafted by an NHL team, Cowley signed as a free agent with the Calgary Flames in 1988.

Cowley turned pro with the Salt Lake Golden Eagles in 1988-89 and played three seasons there. He then played in Great Britain for two years and then returned to North America to end up in the Edmonton Oilers' system. In 1993-94 he got called up for his one NHL game with the OIlers.

Cowley returned to Britain in 1995, playing there for five years. He played for that country in the 2000 World Championship and retired that same year.

In 2003 he made a two year comeback with the senior Dundas Real McCoys.
